COVID-19, like all coronaviruses, began in an animal and was passed on to humans - making it a zoonotic disease. We’ve seen other cases of severe zoonotic outbreaks in the past, including SARS and Ebola. We now know the terrible human, animal, and economic impact of these outbreaks, but how can we better respond in the future?

The One Health Act is specifically designed to address zoonotic outbreaks. There are several federal agencies whose jurisdictions include disease, animals, agriculture, the environment, and international trade. One Health requires these agencies to create a coordinated plan to prevent and respond to future zoonotic outbreaks. It also requires the agencies to share data, research, and other assets to reduce bureaucratic inefficiency.

Urge Congress to support the One Health Act so we have a plan to address this new reality.

I urge you to support the Advancing Emergency Preparedness Through One Health Act (S.861 /H.R. 2061) to mitigate future zoonotic disease outbreaks by coordinating federal agency actions.

As our country works to provide care to those infected with COVID-19, while trying to contain its spread, now is the right time to pass legislation that could prevent and control future outbreaks of zoonotic diseases like this coronavirus. Across the federal government, there are a number of agencies whose jurisdictions include human health, animal health, agriculture, trade, the environment, and international relations. Currently, these agencies are not required to create coordinated plans that address zoonotic disease outbreaks or share relevant data.

The Advancing Emergency Preparedness Through One Health Act (S.861 /H.R. 2061) seeks to improve federal agency coordination. This legislation would require appropriate agencies to create a One Health Framework that addresses how they will share information, engage in joint fieldwork, and plan for outbreaks.
